Who can apply

  1. State Scholarships of the President of the Republic of Uzbekistan are awarded to final year students (separately for Bachelor's and Master's degrees) of state higher educational institutions – citizens of the Republic of Uzbekistan – based on a competitive selection conducted by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
  2. The quota (eleven) of State Scholarships of the President of the Republic of Uzbekistan established for awarding to students is distributed separately for Bachelor's and Master's degrees, based on one scholarship for each of the following fields: agriculture and water management; engineering and informatics; healthcare and social security; social-humanitarian and social sciences; natural sciences; business and management; pedagogy; culture, art, and sports; foreign languages; law and international relations; journalism. Amendments and additions to this list may be introduced by the Cabinet of Ministers at the beginning of each academic year upon the request of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, based on the expediency of changing priorities in educational fields.
  3. To award State Scholarships of the President of the Republic of Uzbekistan to students, the following criteria must be met: combination of general education preparation and scientific-research (creative) work; participation in conferences (competitions) related to their fields; presence of at least two published works (articles); knowledge of languages – the state language and one foreign language (excluding state languages of the Commonwealth of Independent States countries), and in certain cases, when the field of education in the Bachelor's program or the specialty in the Master's program is a foreign language, knowledge of one more foreign language is additionally required; knowledge of the history of Uzbekistan. The level of requirements for knowledge of languages, information technologies, and the history of Uzbekistan is set by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. Applicants for the State Scholarship of the President of the Republic of Uzbekistan undergo special test examinations at the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (in the regions) to establish their level of knowledge in these subjects. The center submits the final statements with testing results to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
  4. The nomination of scholarship candidates for the State Scholarships of the President of the Republic of Uzbekistan is made by the academic councils of state higher educational institutions before July 1 of the current year, after public discussion of the candidates' applications, their academic achievements, and scientific (creative) activities. For preliminary consideration, applicants submit to the academic council: an extract from the student's record book (transcript); a request from the Dean's office, department; an abstract of the scientific (creative) work; a review from the supervisor; a review (recension) of the scientific (creative) work; a list of scientific works and their reprints. All documents are submitted in two copies. Each set is bound in a quick binder, on the cover of which are indicated the name of the institution submitting the work, the surname, first name, patronymic of the applicant, and the title of the work.
  5. The academic councils make decisions on the nomination of scholarship candidates for the State Scholarships of the President of the Republic of Uzbekistan by secret ballot, by a simple majority of votes. The decisions of the academic councils serve as a basis for ministries and agencies to forward requests to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan regarding the awarding of the State Scholarships of the President of the Republic of Uzbekistan.
  6. The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan considers requests for scholarship awards once a year. The acceptance of documents is carried out from August 1 to August 15, and the review from September 10 to September 25.
  7. The awarding of State Scholarships of the President of the Republic of Uzbekistan to students of state higher educational institutions is carried out by a decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. The awarding of scholarships is preceded by a thorough expert evaluation of the level of educational and scientific (creative) preparation of the applicants in accordance with the established criteria. For these purposes, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan: creates a special competitive commission, which is entrusted with conducting the competitive selection among applicants for the State Scholarships of the President of the Republic of Uzbekistan; forms expert groups by fields of review for the evaluation of the level of educational and scientific (creative) preparation of applicants; jointly with the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan, develops test assignments in information technologies, history of Uzbekistan, and foreign languages; regulates the work procedure of the competitive commission and expert groups; sets the deadlines for holding meetings of the competitive commission.
  8. The competitive commission conducts the final selection of applicants by secret ballot and recommends student candidates for the State Scholarships of the President of the Republic of Uzbekistan if the applicant and their work receive at least 2/3 of the votes of the commission members who participated in the voting. In cases where, after voting, the number of applicants exceeds the quota of places, preference is given to those applicants who received a larger number of votes. The decision of the competitive commission enters into force after its approval by the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. The competitive commission has the right to recommend participants who were not awarded the State Scholarships of the President of the Republic of Uzbekistan but who have the best indicators, for named state scholarships.
  9. The decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan serves as a basis for state higher educational institutions to issue orders for the appointment and payment of State Scholarships of the President of the Republic of Uzbekistan to students.
  10. State Scholarships of the President of the Republic of Uzbekistan are awarded to students annually for one academic year, starting from September 1, in strict accordance with the established amounts.
  11. Students who have been awarded the State Scholarships of the President of the Republic of Uzbekistan are solemnly presented with certificates "Recipient of the Presidential Scholarship" at a Collegium meeting of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
  12. Students – recipients of State Scholarships of the President of the Republic of Uzbekistan – are admitted to Master's programs (for Bachelor-recipients) on a grant basis and to postgraduate studies (aspirantura) (for Master-recipients) without entrance examinations in the relevant specialty within two years after graduating from a state higher educational institution. If the specialties for postgraduate study and Master's do not match, entrance examinations are taken only for the postgraduate specialty.
  13. Students – recipients of State Scholarships of the President of the Republic of Uzbekistan – retain the right to be sent abroad to continue their studies in Master's programs (for Bachelor-recipients) and postgraduate studies (aspirantura) (for Master-recipients) within two years after graduation.
  14. Deprivation of State Scholarships of the President of the Republic of Uzbekistan from students due to current academic failure, violation of academic discipline, and scientific ethics may be carried out during the academic year by a decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan based on submissions from the ministries and agencies in charge of the higher educational institution where the student is studying.
  15. Applications and complaints from students regarding the awarding of State Scholarships of the President of the Republic of Uzbekistan are considered in the manner prescribed by law.
