2. 4. O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalari tayinlash uchun stipendiat nomzodlarini ilgari surish davlat oliy ta’lim muassasalarining ilmiy kengashlari tomonidan joriy yilning 1 iyuliga qadar, nomzodlarning ommaviy muhokamasi, ularning o‘qishdagi va ilmiy (ijodiy) faoliyatdagi muvaffaqiyatlari natijasida amalga oshiriladi. Dastlabki ko‘rib chiqish uchun nomzodlar ilmiy kengashga quyidagilarni taqdim etadilar: baholar qaydnomasidan ko‘chirma; dekanat, kafedra iltimosnomasi; ilmiy (ijodiy) ishning annotatsiyasi; rahbarning xulosasi; ilmiy (ijodiy) ishga taqriz; ilmiy ishlar ro‘yxati va ularning nusxalari. Barcha hujjatlar ikki nusxada taqdim etiladi. Har bir to‘plam tez jildga tikiladi, jildning muqovasida ishni taqdim etgan muassasa nomi, nomzodning familiyasi, ismi, otasining ismi, ishning nomi ko‘rsatiladi.  
5. Ilmiy kengashlar O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini tayinlash uchun stipendiat nomzodlarini ilgari surish to‘g‘risida qarorlarni yashirin ovoz berish yo‘li bilan, oddiy ko‘pchilik ovozi bilan qabul qiladilar. Ilmiy kengashlarning qarorlari vazirliklar va idoralar uchun O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligiga O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini tayinlash to‘g‘risida iltimosnomalar yuborish uchun asos bo‘ladi.  
6. O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi stipendiyalar tayinlash to‘g‘risidagi iltimosnomalarni yiliga bir marta ko‘rib chiqadi. Hujjatlar qabul qilish 1 avgustdan 15 avgustgacha, ko‘rib chiqish esa 10 sentyabrdan 25 sentyabrgacha amalga oshiriladi.
7. O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini davlat oliy ta’lim muassasalarining talabalariga tayinlash O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi hay’atining qarori bilan amalga oshiriladi. Stipendiyalar tayinlashdan oldin nomzodlarning ta’lim va ilmiy (ijodiy) tayyorgarligi darajasi belgilangan mezonlarga muvofiq chuqur ekspertizadan o‘tkaziladi. Shu maqsadda O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi: O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalariga nomzodlar o‘rtasida tanlov asosida saralashni amalga oshirish yuklatilgan maxsus tanlov komissiyasini tuzadi; nomzodlarning ta’lim va ilmiy (ijodiy) tayyorgarligi darajasini baholash uchun ishlarni ko‘rib chiqish yo‘nalishlari bo‘yicha ekspert guruhlarini shakllantiradi; O‘zbekiston Respublikasi Vazirlar Mahkamasi huzuridagi Davlat test markazi bilan birgalikda axborot texnologiyalari, O‘zbekiston tarixi, chet tillari bo‘yicha test topshiriqlarini ishlab chiqadi; tanlov komissiyasi va ekspert guruhlarining ish tartibini tartibga soladi; tanlov komissiyasi yig‘ilishlarini o‘tkazish muddatlarini belgilaydi.  
8. Tanlov komissiyasi nomzodlarni yakuniy saralashni yashirin ovoz berish yo‘li bilan amalga oshiradi va nomzod hamda uning ishi ovoz berishda ishtirok etgan komissiya a’zolari ovozlarining kamida 2/3 qismini "yoqlab" olgan taqdirda, O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini tayinlash uchun talabalar nomzodlarini tavsiya qiladi. Ovoz berishdan keyin nomzodlar soni kvota o‘rnidan oshib ketgan hollarda, ko‘proq ovoz olgan nomzodlarga afzallik beriladi. Tanlov komissiyasining qarori O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi hay’ati tomonidan tasdiqlanganidan keyin kuchga kiradi. Tanlov komissiyasi O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalariga ega bo‘lmagan, ammo eng yaxshi ko‘rsatkichlarga ega bo‘lgan tanlov ishtirokchilarini nomli davlat stipendiyalariga tavsiya qilish huquqiga ega.
9. O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi hay’atining qarori davlat oliy ta’lim muassasalari uchun talabalarga O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini tayinlash va to‘lash to‘g‘risidagi buyruqlarni rasmiylashtirish uchun asos bo‘ladi.
10. O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalari talabalarga har yili bir o‘quv yiliga, 1 sentyabrdan boshlab, belgilangan miqdorlarga qat’iy muvofiq tayinlanadi.
11. O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalariga sazovor bo‘lgan talabalarga O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi hay’atining tantanali yig‘ilishida "Prezident stipendiyasi sohibi" guvohnomalari topshiriladi.
12. O‘zbekiston Respublikasi Prezidentining Davlat stipendiatlari bo‘lgan talabalar davlat oliy ta’lim muassasasini tugatgandan so‘ng ikki yil ichida tegishli mutaxassislik bo‘yicha magistraturaga (bakalavr-stipendiatlar uchun) grant asosida va aspiranturaga (magistr-stipendiatlar uchun) kirish imtihonlarisiz qabul qilinadilar. Agar aspirantura va magistratura bo‘yicha mutaxassisliklar mos kelmasa, kirish imtihonlari faqat aspirantura mutaxassisligi bo‘yicha topshiriladi.
13. O‘zbekiston Respublikasi Prezidentining Davlat stipendiatlari bo‘lgan talabalar o‘qishni tugatgandan so‘ng ikki yil ichida magistraturada (bakalavr-stipendiatlar uchun) va aspiranturada (magistr-stipendiatlar uchun) o‘qishni davom ettirish uchun chet elga yuborish huquqini o‘zida saqlab qoladilar.
14. Talabalarni joriy o‘zlashtirishdagi sustligi, o‘quv intizomini va ilmiy etikasini buzganligi uchun O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalaridan mahrum qilish o‘quv yili davomida O‘zbekiston Respublikasi Oliy va o‘rta maxsus ta’lim vazirligi hay’atining talaba tahsil olayotgan oliy ta’lim muassasasi qaysi vazirlik va idora tasarrufida bo‘lsa, o‘sha vazirlik va idoraning taqdimnomasi asosida qabul qilgan qarori bilan amalga oshirilishi mumkin.
15. Talabalarning O‘zbekiston Respublikasi Prezidentining Davlat stipendiyalarini tayinlash bo‘yicha arizalari va shikoyatlari qonunchilikda belgilangan tartibda ko‘rib chiqiladi.  

English:

1. State Scholarships of the President of the Republic of Uzbekistan are awarded to final year students (separately for Bachelor's and Master's degrees) of state higher educational institutions – citizens of the Republic of Uzbekistan – based on a competitive selection conducted by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
2. The quota (eleven) of State Scholarships of the President of the Republic of Uzbekistan established for awarding to students is distributed separately for Bachelor's and Master's degrees, based on one scholarship for each of the following fields: agriculture and water management; engineering and informatics; healthcare and social security; social-humanitarian and social sciences; natural sciences; business and management; pedagogy; culture, art, and sports; foreign languages; law and international relations; journalism. Amendments and additions to this list may be introduced by the Cabinet of Ministers at the beginning of each academic year upon the request of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, based on the expediency of changing priorities in educational fields.  
3. To award State Scholarships of the President of the Republic of Uzbekistan to students, the following criteria must be met: combination of general education preparation and scientific-research (creative) work; participation in conferences (competitions) related to their fields; presence of at least two published works (articles); knowledge of languages – the state language and one foreign language (excluding state languages of the Commonwealth of Independent States countries), and in certain cases, when the field of education in the Bachelor's program or the specialty in the Master's program is a foreign language, knowledge of one more foreign language is additionally required; knowledge of the history of Uzbekistan. The level of requirements for knowledge of languages, information technologies, and the history of Uzbekistan is set by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. Applicants for the State Scholarship of the President of the Republic of Uzbekistan undergo special test examinations at the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (in the regions) to establish their level of knowledge in these subjects. The center submits the final statements with testing results to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.  
4. The nomination of scholarship candidates for the State Scholarships of the President of the Republic of Uzbekistan is made by the academic councils of state higher educational institutions before July 1 of the current year, after public discussion of the candidates' applications, their academic achievements, and scientific (creative) activities. For preliminary consideration, applicants submit to the academic council: an extract from the student's record book (transcript); a request from the Dean's office, department; an abstract of the scientific (creative) work; a review from the supervisor; a review (recension) of the scientific (creative) work; a list of scientific works and their reprints. All documents are submitted in two copies. Each set is bound in a quick binder, on the cover of which are indicated the name of the institution submitting the work, the surname, first name, patronymic of the applicant, and the title of the work.
5. The academic councils make decisions on the nomination of scholarship candidates for the State Scholarships of the President of the Republic of Uzbekistan by secret ballot, by a simple majority of votes. The decisions of the academic councils serve as a basis for ministries and agencies to forward requests to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan regarding the awarding of the State Scholarships of the President of the Republic of Uzbekistan.
6. The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan considers requests for scholarship awards once a year. The acceptance of documents is carried out from August 1 to August 15, and the review from September 10 to September 25.
7. The awarding of State Scholarships of the President of the Republic of Uzbekistan to students of state higher educational institutions is carried out by a decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. The awarding of scholarships is preceded by a thorough expert evaluation of the level of educational and scientific (creative) preparation of the applicants in accordance with the established criteria. For these purposes, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan: creates a special competitive commission, which is entrusted with conducting the competitive selection among applicants for the State Scholarships of the President of the Republic of Uzbekistan; forms expert groups by fields of review for the evaluation of the level of educational and scientific (creative) preparation of applicants; jointly with the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan, develops test assignments in information technologies, history of Uzbekistan, and foreign languages; regulates the work procedure of the competitive commission and expert groups; sets the deadlines for holding meetings of the competitive commission.  
8. The competitive commission conducts the final selection of applicants by secret ballot and recommends student candidates for the State Scholarships of the President of the Republic of Uzbekistan if the applicant and their work receive at least 2/3 of the votes of the commission members who participated in the voting. In cases where, after voting, the number of applicants exceeds the quota of places, preference is given to those applicants who received a larger number of votes. The decision of the competitive commission enters into force after its approval by the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. The competitive commission has the right to recommend participants who were not awarded the State Scholarships of the President of the Republic of Uzbekistan but who have the best indicators, for named state scholarships.
9. The decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan serves as a basis for state higher educational institutions to issue orders for the appointment and payment of State Scholarships of the President of the Republic of Uzbekistan to students.
10. State Scholarships of the President of the Republic of Uzbekistan are awarded to students annually for one academic year, starting from September 1, in strict accordance with the established amounts.
11. Students who have been awarded the State Scholarships of the President of the Republic of Uzbekistan are solemnly presented with certificates "Recipient of the Presidential Scholarship" at a Collegium meeting of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
12. Students – recipients of State Scholarships of the President of the Republic of Uzbekistan – are admitted to Master's programs (for Bachelor-recipients) on a grant basis and to postgraduate studies (aspirantura) (for Master-recipients) without entrance examinations in the relevant specialty within two years after graduating from a state higher educational institution. If the specialties for postgraduate study and Master's do not match, entrance examinations are taken only for the postgraduate specialty.
13. Students – recipients of State Scholarships of the President of the Republic of Uzbekistan – retain the right to be sent abroad to continue their studies in Master's programs (for Bachelor-recipients) and postgraduate studies (aspirantura) (for Master-recipients) within two years after graduation.  
14. Deprivation of State Scholarships of the President of the Republic of Uzbekistan from students due to current academic failure, violation of academic discipline, and scientific ethics may be carried out during the academic year by a decision of the Collegium of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan based on submissions from the ministries and agencies in charge of the higher educational institution where the student is studying.
15. Applications and complaints from students regarding the awarding of State Scholarships of the President of the Republic of Uzbekistan are considered in the manner prescribed by law.

Die Staatlichen Stipendien des Präsidenten der Republik Usbekistan werden an Studierende des letzten Studienjahres (getrennt für Bachelor- und Masterstudiengänge) staatlicher Hochschulen – Bürger der Republik Usbekistan – auf Grundlage eines vom Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan durchgeführten Auswahlverfahrens vergeben.
2. Die für die Vergabe von staatlichen Stipendien an Studierende festgelegte Quote (elf) der Staatlichen Stipendien des Präsidenten der Republik Usbekistan wird separat für Bachelor- und Masterstudiengänge verteilt, basierend auf einem Stipendium pro Studienrichtung: Landwirtschaft und Wasserwirtschaft; Technik und Informatik; Gesundheitswesen und soziale Sicherung; Gesellschafts-, Geistes- und Sozialwissenschaften; Naturwissenschaften; Wirtschaft und Management; Pädagogik; Kultur, Kunst und Sport; Fremdsprachen; Recht und internationale Beziehungen; Journalismus. Änderungen und Ergänzungen dieser Liste können zu Beginn jedes Studienjahres vom Ministerkabinett auf Antrag des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan vorgenommen werden, basierend auf der Zweckmäßigkeit der Änderung von Prioritäten in den Bildungsrichtungen.
3. Für die Vergabe der Staatlichen Stipendien des Präsidenten der Republik Usbekistan an Studierende sind folgende Kriterien zu erfüllen: Kombination aus allgemeiner Bildungsqualifikation und wissenschaftlich-forschender (kreativer) Arbeit; Teilnahme an Konferenzen (Wettbewerben) entsprechend der Studienrichtung; Vorhandensein von mindestens zwei veröffentlichten Arbeiten (Werken); Kenntnisse der Sprachen – der Staatssprache und einer Fremdsprache (außer den Staatssprachen der Länder der Gemeinschaft Unabhängiger Staaten), und in bestimmten Fällen, wenn die Bildungsrichtung im Bachelorstudium oder die Spezialisierung im Masterstudium eine Fremdsprache ist, werden zusätzlich Kenntnisse einer weiteren Fremdsprache verlangt; Kenntnisse der Geschichte Usbekistans. Das Anforderungsniveau für Sprachkenntnisse, Informationstechnologien und die Geschichte Usbekistans wird vom Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan festgelegt. Bewerber für das Staatliche Stipendium des Präsidenten der Republik Usbekistan durchlaufen spezielle Testprüfungen im Staatlichen Testzentrum beim Ministerkabinett der Republik Usbekistan (in den Regionen), um ihr Kenntnisniveau in diesen Fächern festzustellen. Das Zentrum übermittelt die Abschlusslisten mit den Testergebnissen an das Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan.
4. Die Nominierung von Stipendiatenkandidaten für die Staatlichen Stipendien des Präsidenten der Republik Usbekistan erfolgt durch die wissenschaftlichen Räte der staatlichen Hochschulen bis zum 1. Juli des laufenden Jahres nach öffentlicher Diskussion der Kandidaturen der Bewerber, ihrer Studienerfolge und wissenschaftlichen (kreativen) Tätigkeiten. Für die vorläufige Prüfung legen die Bewerber dem wissenschaftlichen Rat vor: einen Auszug aus dem Studienbuch (Notenübersicht); einen Antrag des Dekanats, des Lehrstuhls; eine Zusammenfassung der wissenschaftlichen (kreativen) Arbeit; ein Gutachten des Betreuers; eine Rezension der wissenschaftlichen (kreativen) Arbeit; eine Liste der wissenschaftlichen Arbeiten und deren Sonderdrucke. Alle Dokumente sind in doppelter Ausführung einzureichen. Jeder Satz wird in einem Schnellhefter gebunden, auf dessen Umschlag der Name der Einrichtung, die die Arbeit eingereicht hat, der Nachname, Vorname, Vatersname des Bewerbers und der Titel der Arbeit angegeben sind.
5. Die wissenschaftlichen Räte fassen Beschlüsse über die Nominierung von Stipendiatenkandidaten für die Staatlichen Stipendien des Präsidenten der Republik Usbekistan durch geheime Abstimmung mit einfacher Stimmenmehrheit. Die Beschlüsse der wissenschaftlichen Räte dienen als Grundlage für Ministerien und Behörden, Anträge an das Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan bezüglich der Vergabe der Staatlichen Stipendien des Präsidenten der Republik Usbekistan zu richten.
6. Das Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan prüft Anträge auf Stipendienvergabe einmal jährlich. Die Annahme der Dokumente erfolgt vom 1. bis 15. August, die Prüfung vom 10. bis 25. September.
7. Die Vergabe der Staatlichen Stipendien des Präsidenten der Republik Usbekistan an Studierende staatlicher Hochschulen erfolgt durch Beschluss des Kollegiums des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan. Der Vergabe von Stipendien geht eine gründliche Expertenbewertung des Niveaus der Bildungs- und wissenschaftlichen (kreativen) Vorbereitung der Bewerber gemäß den festgelegten Kriterien voraus. Zu diesem Zweck erstellt das Ministerium für Höhere und Mittlere Spezialbildung der Republik Usbekistan: eine spezielle Auswahlkommission, die mit der Durchführung des Auswahlverfahrens unter den Bewerbern für die Staatlichen Stipendien des Präsidenten der Republik Usbekistan beauftragt ist; bildet Expertengruppen nach Prüfungsrichtungen zur Bewertung des Niveaus der Bildungs- und wissenschaftlichen (kreativen) Vorbereitung der Bewerber; entwickelt gemeinsam mit dem Staatlichen Testzentrum beim Ministerkabinett der Republik Usbekistan Testaufgaben zu Informationstechnologien, Geschichte Usbekistans und Fremdsprachen; regelt das Verfahren für die Arbeit der Auswahlkommission und der Expertengruppen; legt die Termine für die Sitzungen der Auswahlkommission fest.
8. Die Auswahlkommission führt die endgültige Auswahl der Bewerber durch geheime Abstimmung durch und empfiehlt Studierendenkandidaturen für die Staatlichen Stipendien des Präsidenten der Republik Usbekistan, wenn der Bewerber und seine Arbeit mindestens 2/3 der Stimmen der an der Abstimmung teilnehmenden Kommissionsmitglieder erhalten. Wenn nach der Abstimmung die Anzahl der Bewerber die Quotenplätze überschreitet, wird Bewerbern mit einer größeren Stimmenanzahl der Vorzug gegeben. Der Beschluss der Auswahlkommission tritt nach seiner Genehmigung durch das Kollegium des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan in Kraft. Die Auswahlkommission hat das Recht, Teilnehmer des Wettbewerbs, die keine Inhaber der Staatlichen Stipendien des Präsidenten der Republik Usbekistan geworden sind, aber die besten Ergebnisse erzielt haben, für benannte staatliche Stipendien zu empfehlen.
9. Der Beschluss des Kollegiums des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan dient staatlichen Hochschulen als Grundlage für die Erlassung von Anordnungen zur Vergabe und Auszahlung der Staatlichen Stipendien des Präsidenten der Republik Usbekistan an Studierende.
10. Die Staatlichen Stipendien des Präsidenten der Republik Usbekistan werden Studierenden jährlich für ein akademisches Jahr ab dem 1. September in strikter Übereinstimmung mit den festgelegten Beträgen vergeben.
11. Studierenden, denen Staatliche Stipendien des Präsidenten der Republik Usbekistan verliehen wurden, wird im Rahmen einer feierlichen Zeremonie im Kollegium des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan die Urkunde "Inhaber des Präsidentenstipendiums" überreicht.
12. Studierende – Stipendiaten der Staatlichen Stipendien des Präsidenten der Republik Usbekistan – werden innerhalb von zwei Jahren nach Abschluss der staatlichen Hochschule in das Masterstudium (für Bachelor-Stipendiaten) auf Grantbasis und in das Promotionsstudium (Aspirantura) (für Master-Stipendiaten) in der entsprechenden Spezialisierung ohne Aufnahmeprüfungen zugelassen. Wenn die Spezialisierungen im Promotions- und Masterstudium nicht übereinstimmen, werden Aufnahmeprüfungen nur in der Spezialisierung des Promotionsstudiums abgelegt.
13. Studierende – Stipendiaten der Staatlichen Stipendien des Präsidenten der Republik Usbekistan – behalten das Recht, innerhalb von zwei Jahren nach Studienabschluss ins Ausland entsandt zu werden, um ihr Studium im Masterstudium (für Bachelor-Stipendiaten) und im Promotionsstudium (Aspirantura) (für Master-Stipendiaten) fortzusetzen.
14. Die Entziehung der Staatlichen Stipendien des Präsidenten der Republik Usbekistan von Studierenden wegen aktueller Studienleistungen, Verletzung der Studienordnung und wissenschaftlichen Ethik kann während des Studienjahres durch Beschluss des Kollegiums des Ministeriums für Höhere und Mittlere Spezialbildung der Republik Usbekistan auf Vorschlag der Ministerien und Behörden erfolgen, deren Zuständigkeitsbereich die Hochschule unterliegt, an der der Student studiert.
15. Anträge und Beschwerden von Studierenden bezüglich der Vergabe der Staatlichen Stipendien des Präsidenten der Republik Usbekistan werden in der gesetzlich festgelegten Weise geprüft.
